A Blended Learning approach to TOLO & SIO training

Train Operator Liaison Officers (TOLO) and Station Incident Officers (SIO) deal with multiple elements around an incident and as such require in-depth training. How they respond is critical to the organisations’ reputation.

With AssessTech, you can choose to attend a TOLO and SIO training course using a blended approach through either:

  • Classroom in person
  • Remote training
  • E-Learning

The AssessTech TOLO and SIO classroom-based course (run over 1 day or 2-days both in-person and remotely) follows the RSSB’s best practice guidelines around dealing with an incident, looking at standards, responsibilities and gathering evidence, with a bespoke incident practice session tailored for candidates to fine tune their learning.

When a TOLO or SIO visits an incident, they must be aware of all the elements that have led up to the incident from an operational perspective. They should also understand how it fits within the bigger picture of their organisation.  The course gives a structure for dealing with incidents and builds a confidence to make decisions, along with the appropriate non-technical skills.  Candidates use the Incident Recovery Kit Game as a learning aid during the course to learn how to respond to an incident, prevent escalation and retain their organisation’s reputation.

The course has been well received by candidates. One piece of feedback from a candidate highlighted,

Having dealt with a myriad of rail incidents during my career it has been refreshing to partake in a structured programme detailing and outlining procedures.”

Isaac Evans, Competence Development Manager at GT Railway said,

“I went on the course as I wanted to refresh my competence.  The course was carried out online and I felt I was more engaged than previous classroom-based learning.  I particularly enjoyed the way our trainer Simon made the course interactive by asking questions, setting challenges and asking candidates to present back. The Incident Recovery Kit Board game was a good addition as it made the learning and applying the knowledge fun. The course definitely exceeded my expectations.”

All candidates attending the course benefit from hints, tips and principles applied across incident responders and an understanding of the bigger picture of their organisation’s incident management process and where they fit.

Online Learning

We have recently launched our online TOLO and SIO Refresher Courses where individuals complete an online course to refresh their competence.   This is beneficial to the candidate as they have the flexibility to complete the refresher course at their own convenience and can fully self-manage their own competence.

There are also many benefits of using this type of approach for the company including

  • Don’t need to release staff from track for a long time to attend training
  • More efficient
  • Reduced costs
  • Ability to track candidates progress and completion online
